This plant in my area is commonly called a Red Ginger Flower, but it does not look like a flower to me and this is not the real ginger. Its shape looks like candy and it never blooms at all. I found it interesting around the parking area because of its unique shape compared to another ginger flower with big leaves.
The real name of this plan is Costus Woodssonii Maas and another name is Scarlet Spiral Flag or Red Button Ginger. The inflorescence is cylindrical with a tapered tip (6-10 cm long). The ants do not pollinate the tubular flowers, but they help to protect the developing fruits from damage by fly larvae. Source
