Are only Steemians rewarded who are members of a community and publish about it?

It doesn't depend on whether you are creating your post via any community or not. Everyone can participate those have their minimum requirement implemented by the Steemit team.

Does a post that is published have to meet the guidelines for quality content or is this just rewarding a member for doing a power up?

It already has been told by Steemit Team, there is no guarantee for getting support. The more participants the more competition the less probability of getting support. But the quality and guidelines matter first. And "yes" the #club5050 aims to increase the SP of users.

Is it recommended to take a screenshot where you can immediately see that you have made a Power-Up?

It's not mandatory to take screenshots rather the Steemit Team checks the wallet activity of every user thoroughly before providing support.

Should I also put the TAG #steemexclusive in addition to the TAG # club5050 ?

To participate in #club5050 there must be a tag of #club5050 otherwise there is no way to find your post. Steemit Team checks this tag to find the participant's posts.

Should you put the tag # club5050 in every post you publish - some members do a Power Up every week?

As long as you are not maintaining the #club5050's guidelines you should never include this #club5050 tag in your posts. You might earn a bad impression on Steemit Team.

Some use the possibility to get extra votes via SBI. This is often the only way to give a small snack to other Steemians for a small vote. Would these be grounds for the exclusion?

People who are using any kind of voting services are primarily disqualified from the beginning. It's just you can't use any kind of voting services according to #club5050's guideline.

Votes are sometimes given to other members as a reward via purchase bots. It's often the only way to reward other Steeminas whose content doesn't get any attention. Would this also exclude the buyer and the rewarded?

Boldy they are just disqualified. They will never get support for #club5050.

Many small Steemians are very insecure and unfortunately they do not use the possibilities offered.

SBI votes are not counted. They are fine.

Using the #steemexclusive tag is useful but not obligatory.

If you are saying "you" are not buying a vote but your friend is buying a vote for you, or in this case, there is noting has been mentioned, so it's not sure a sure thing. But if you are buying a vote, delegating to the voting services for your own benefits then in this case you are not eligible for #club5050.
