I guess the 'Simulated Payout Amount' in your incognito session differs from the defined payout in your normal session. You can change the amount by clicking on the 'Sim. Payout...' button in the Stats tab.
But your assumptions regarding the higher vote amount are correct. It does not follow a pure linear curve anymore, as it has been in earlier Steem versions. The new (convergent linear) curve was introduced with the EIP hardfork to prevent spammers from earning with senseless posts. Also it leads to people powering up more STEEM, because their votes will then be stronger and the earned curation rewards higher.
I know it can be simulated in the "Simp Sp" button on the right side. But the voting amount shows different values. And in the incognito session, the voting value is the same amount when I give a vote to any posts that have zero or a small number of pending rewards.
