'Paying' is not the correct term in Steemit

It's not, but you know what I'm trying to say. We choose who we support. steemcurator chooses to support people who power up. If they're not powering up then even if they're not withdrawing, they can't expect to be supported.

Being on Steemit could be considered to be a job (although Steemit is not their employer) because you can be a professional bogger - in this case, professional bloggers get rewarded (in currency) for the content they write. It's not a salary and the "pay" is not guaranteed but whether somebody considers it to be their job or not is up to them. I consider blogging to be one part of my job.

They're also essentially crypto mining which could be considered as a job too. The confusion though, is when a blogger considers Steemit to be their employer. And that they're somehow entitled to get paid (through votes).

Why do you divide in two the transfers? users and exchanges?

To differentiate between money that leaves the platform (to exchanges) and money that remains on the platform (to other users - e.g. as a prize). My @fpl-gorilla account is a good example - I don't withdraw any funds, but I award weekly prizes. So I want the differentiation between me withdrawing STEEM (which I don't do), and me supporting other users (which I do).

Anyway, the only thing that matters is that the balance of the power up is always higher.

I still disagree. The old saying of "we'll have to agree to disagree" on this one is appropriate. It's not a simple case of power ups vs. transfers. It might be that Steemit wrote some "Rules" to help guide people but that's primarily because those people don't think about what Steemit's trying to achieve through these initiatives.

Maybe - some of the data feeds that I use only have 3 months of history saved so anything beyond that would need a different approach.
