In theory, you can't block any account, but in the past, Ned Scott and Dan Larimer were building an app that would interact with the backend so they could block users from doing these types of acts and then go through an appeals process. I do not remember very well where Ned published that idea, I think it was through the social network medium or through the internal chat of steemit, what I do remember well is that this idea had the approval of all the witnesses and users of the platform, but this idea never came to fruition.
