This is a weird unconventional song from an equally weird band from the late 70s and 80s called Devo - short for DeEvolution.
It starts off with a long intro which is a series of the same 5 chords withe the lead guitar doing arpeggios over the rhythm guitar. Then synths join playing the same 5 chords.
2 minutes in the vocals start. He isn't happy with someone. After 2 verses and choruses, the lead guitar is playing some insane string bending notes.
The song ends with a faster punk tempo and its hard to figure out what he's yelling about. Very strange, but I tend to like crazy songs!
