What does this link have to do with anything.

There is no difference where due dilligence is done. Directly on Steemit/Hive posts or on one of the communities' posts or apps that use Steem/Hive blockchain.
Text can be copied and google translated and then and searched with google very well from these posts as from any other place that they are published in. Please do due diligence on posts that are submitted to your contests. It's really that simple.

UhThe author that was mentioned by Steemcleaners was never rewarded for the post Steemcleaners brought to light.

As you can see in the image you shared, it says "For sharing info...". This author, like many others, made at least 2 similar posts. Maybe more. While I do not support plagiarism, I do not have control of STEEM accounts that push those posts.

The key is: the post that was mentioned was never rewarded.

It literally takes 5 seconds to highlight any part of this post and click "search with Google" to find multiple sources.

4 y/o can do this.

It takes 15 seconds. 5 seconds to right click on any paragraph and click "translate wih Google Translate" (in most browsers), then translate to Spanish (as the user is obviously coming from Venezuela), another 5 seconds to copy translation and right click search with Google.

The source you mentioned is an official Government of Argentina's website. They allow using the information with or without doing modifications. However, proper sourcing was needed and I will contact the author to remind him.

Yes, there was no proper sourcing. Though adding the source would change the post to nothing else but copypasta spam with no original content/significant amount of thought added to it.
If not enough of original content is added to copypasta then the payout should be declined when posting (if the user just wants to share.

There is no reason to "better look" at this account. Just block it from being able to participate. And please watch this account activity as this scammer is likely to create or use different accounts to scam the rewars out of you and other curations. Please watch the wallet activity.
