全体持仓者有权决定协议的发展

全体持仓者有权决定协议的发展，特此召集持仓者组成FERC议会。议会将是协议和社区发展的核心机构，因为权力直接来自于持仓者（股东）授权。
加入议会后，持仓者可以参与政策提出到执行的全过程，获取最早最新的信息并对其进行联合处理，包括且不限于开发新项目，基金投资方向，项目对接等
