I suspect the meaning of their downvoting is exclusively to annoy content creators.

These are clearly people/bots that have nothing useful to contribute to steemit ecosystem and will be around forever until a block button is implemented to stop them harass people like you and me...

The reason why a block button was never implemented and we only have a mute option which clearly is not enough to stop the bullies makes me think that behind these accounts there must be hiding someone very powerful within the ecosystem.

I have no idea who they might be but it's about time the issue was addressed as this has been around for years and is one of the reasons why many people left or will leave steemit., me included who have just returned after being away for almost a year just to realize the "flagging idiots brigade" is still alive and kicking and targeting people without any reason.

Once I suggested the whales to implement a block button or a rule where people could not vote or down vote people without first creating content, obviously I was ignored because that would spoil the fake accounts business, wouldn't it?

So no solutions were ever pursued to stop the bullies...
