The LBRY service is DECENTRALIZED / P2P. So videos are not streaming from servers but from pcs. Therefore they may buffer. The solution to the buffering is to 1st download the video (icon under the video), then watch it by playing the video normally in LBRY (play button). It will play the DL copy.
I would imagine that if you didn't delete the local video & keep the LBRY service running locally, that you would be helping to share the video with the LBRY network (if you wanted to do that).
