It's not. But it is a silver bullet to kill the hospitality industry. Like most government policy, it is poorly thought out and poorly implemented, its messages mixed.
If hospitality was the vector, we would have seen an increase after the pubs reopened. Local lockdowns haven't appeared to decrease the curve - even if they WERE in some way, they are in the teeth of a rising tide of second wave infections, which we SEE in France and Germany and Spain.
We do the worst things, at the worst times, for the worst reasons. And that's why the UK had the highest death rate and the worst performing economy.

Who knows how many hospitality, leisure or retail businesses survive this? But the UK government doesn't give a shit. Do you honestly think they give a shit about anybody's lives, or the NHS? Really? They just want to look Churchillian on TV.
I don't think that any country in the world that is attempting to stop an unstoppable virus is making the correct choices as far as any legislation is concerned. Closing pubs at certain hours is particularly stupid. What's the logic here? Does the virus spread faster at night or something?
