  Well, I came back from the Architect.  He told me the ecb violations is paper problem.  What happen is the plumber received the permits but there was a delay in finishing up the installation of the heater and boiler.  He needed to refile, but when he refiled the second time, the permission was denied.   So negated the permits he received the first time.  So now the ECB board, wants the plumber to refill all the permits, inspection and certification.  This happen in August of 2017.

           The architect, told me the plumber just have to redo the paper work.  He said I have to talk to the plumber, who don't want to hear from me.   However it's January and they have rescheduled the hearing for for March 9 2018.   Yet the letter from ECB, says I must go there in March 9 2018, in the morning or they put a judgement against me.   If the plumber doesn't do the paper work before beginning of March, I would talk to the Architect and tell him the plumber  is upset at me is unwilling to do the paper work.  So I will tell Architect, If I can refill.  Then I'll also have to go the hearing. 

              ECB put a lien on my house.  Is nobody going to do anything to stop the lien?  Do I have break my own water heater, so that I have to redo the paper work right and put in a new water heater?   I will go to architect, to ask him to do something.
