if this happened somewhere else BUT not in the UK, they would bomb the place

I am not an expert but if this is defined as Human Trafficking:

  1. The United Nations Protocol to Prevent, Suppress and Punish Trafficking in Persons defines trafficking in persons as:

(a) “the recruitment, transportation, transfer, harbouring or receipt of persons, by means of the threat or use of force or other forms of *coercion, of abduction, of fraud, of **deception, of the abuse of power or of a position of vulnerability [footnote 1] or of the giving or receiving of payments or benefits to achieve the consent of a person having control over another person, for the purpose of ***exploitation.
Exploitation shall include, at a minimum, the exploitation of the prostitution of others or other forms of sexual exploitation [footnote 2 ], forced labour or services, slavery or practices similar to slavery [with footnote on illegal adoptions], servitude or the removal or organs [with footnote explanation];

I have no other conclusion to make based on my experience on being on one is that it meets the above criteria and that:
the Work Programme to which I am a victim of fits the above criteria and follows the rural below which may define it as such.

As someone who grew up in Yugoslavia, I have not be aware that even they did use those methods, not alone in so called democracy.

I see the programme as a correctional facility for those who do not follow DWP's dogma and as a result they are passed onto external agents in order to coerce those individuals into a submission.
wAs a result, they are given complete freedom to employ brainwashing and intimidating techniques to coerce individuals into a submission to the DWP dogma.
The practice employed ( as from what I've heard ) more by Stalin's Soviet Block in 50's than of a supposedly Democratic State such as UK.

“When injustice becomes law, resistance becomes duty.”
― Thomas Jefferson

The Act (What is done)

Recruitment, transportation, transfer, harbouring or receipt of persons

the recruitment: DWP assigns randomly selected individuals to a randomly selected so called service provider based on a market share ??? ( just like merchandise, I guess )
receipt of persons
to a randomly selected provider which does not necessarily have the means, abilities or intention to provide suitable and adequate services ?

by means of the threat or use of force or other forms of coercion,
Who in a principle is so called Mandatory Appointment
Which again does not reflect the needs of the individual nor necessarily fits their circumstances ?

To me it also a negligence: breach of a duty of care which results in damage.

Either way that is what is seems.

The Means (How it is done)

Threat or use of force, coercion, abduction, fraud, deception, abuse of power or vulnerability, or giving payments or benefits to a person in control of the victim

DWP

Threat and abuse of power:
If an individual does not obey ( if the service does not fit the needs of an individual ) it results in a withdrawal of benefits aka financial power
there goes a freedom of expression, religion, association and thought ( or is it just a subject to status? )

or vulnerability:
people on benefit are financial vulnerable so it is the only source of income, essential part for safety and security of persons ( and that I believe is also a breach of Convention on Human Rights )

giving payments or benefits to a person in control of the victim:
I call it a commission you call it

MAXIMUS UK
or use of *coercion, **deception or vulnerability:

*coercion:

Giving complete freedom, flexibility and minimum standards in order to deliver service ( aka recruitment ) the provider is pretty much aware of it's controlling powers of the individuals assigned to them and from what I've noticed make every effort in doing so.
If I do not comply with the advice given by so called advisor I am also reminded that if I do not do, I will be sent to any job which DWP assigns me to ( aka forced labour )

**deception:

So called Advisors:
What I have noticed, based on my knowledge and experience ) is that most of them ( at least I had a misfortune of dealing with) are actually a glorified salespeople without any relevant skills, experience, knowledge nor understanding of the needs of individuals but rather more interested in a commission.
What I know is that you never take advice from people who sell but rather from those who know but mavbe that is just my understanding of either.

Job Suitability Questionnaires:

Since about 1996 I've completed hundreds of them from a reputable organisations which use scientific methods in order for me to make clear to myself where I best fit in, so the ones which are supplied by MAXIMUS UK are purely leading questionnaires with a sole purpose in reaching pre defined outcome, which ( what a surprise ) closely match their own set of experience and background of the Senior Management Team ( HR Director with a Master’s degree from the University of Westminster in HR Strategy ) and just happen to work at Tesco and Whitbread ) as well as one who happen to be Managing Director, MAXIMUS Human Services ( surprisingly enough has also worked at in retail, catering, manufacturing and utilities ) what a surprise ????

They should at lest know more than me unless it is intentional in order to mislead.

The Purpose (Why it is done)

For the purpose of ***exploitation, which includes exploiting the prostitution of others, sexual exploitation, forced labour, slavery or similar practices and the removal of organs.

***exploitation:

With added pressure by the DWP and freedom, flexibility and setting a minimum standards it creates an environment in which the above provider may use ****harrassment
as means to
violate individual's dignity:
disregarding personal circumstances, level of education, experience, suitability and skills in order to achieve objectives of
a) supplying their associates with obedient and cheap labour
b) meeting their sales targets which are set by the DWP

thus, by employing so called advisors without ensuring that the job description fits the person employed or by employing sales people who do not have any relevant experience, skills nor education which would fit the criteria of those who know, it is creating an intimidating, hostile, degrading, humiliating or offensive environment for that individual.

with added bonus that such individual then becomes vulnerable as a result of the threat of Sanctions by the DWP.

**deception

To coerce and mislead individuals into taking up an employment which directly benefits their associates ( cheap labour ) as well as the Government ( political benefit ) resulting that the taxpayer is paying for all of the above: Money paid in by the DWP to employ providers who benefit by being paid a commission in addition of the contract payments and in return the provider's own associates benefit with a supply of obedient and cheap labour, which is then subsidised by the Government )

“When governments fear the people, there is liberty. When the people fear the government, there is tyranny.”
― Thomas Jefferson

*coerce
verb (used with object), co·erced, co·erc·ing.
to compel by force, intimidation, or authority, especially without regard for individual desire or volition.

**deception
the action of deceiving someone
aka double-dealing
the practice of working to people's disadvantage behind their backs

***exploit

capitalize on, benefit from, profit from/by, make capital out of;

****the Equality Act 2010, Harassment is defined as:
“Unwanted conduct related to a relevant protected characteristic, which has the purpose or effect of violating an individual’s dignity or creating an intimidating, hostile, degrading, humiliating or offensive environment for that individual. “

brainwash | ˈbreɪnwɒʃ |
