Everyone has enemies. Maybe it is someone at work, maybe a neighbor, or perhaps a family member with a drug problem who has no business driving a motor vehicle and gets drunk at every family event you can remember.
Most people would choose to ignore them and move on with their life. That is wise, but boring and you will never profit from that sort of attitude.
If you write an article about them, send them the link. He or she will certainly want to know what you have said about them, no matter if it isn't nice, especially at first.
I have a cousin who is completely vile. Instead of using his real name, I just call him Troy the Fat. Never use their real name. They know they are fat.
It is unlikely, no matter how true the peice, he probably won't up vote it. It doesn't mean he doesn't know he is a danger to society or so fat that it is just plain inconsiderate to those around him. It just means he is a hateful person who will never support your goal of becoming a famous blogger.
Steemit will not allow bullying, as one of the more established block-chain blog sites. However Channels.cc might and new blogs of the future will when they become decentralized.
So, if I can make money by insulting criminals like Troy the Fat, that is pretty good. Now, if there was some way to make money on everything he eats...
