If you go on Facebook groups, you will someone promoting a new ICO every day and I saw some of these ICO companies advertising on Instagram now.

I personally think that it may be difficult to distinguish between a good ICO and a wacky one.

Do you feel like world governments should be trying to do more to protect investors and people from the threat and danger of ICO's and Cryptocurrency scams by creating tough new laws to regulate the Blockchain? - Personally no, they are locking down Blockchain because they are affected. Governments still want their fiat currency in my opinion.

Should the Blockchain find a way to govern itself? - I would love to see this.

Do you think government's can do more to harm to Blockchain growth then good trying to regulate and control cryptocurrency and ICO's while secretly working on national crypto projects? - They only do things that benefit their interests. Cryptocurrency is clearly not benefiting them until they create their own country's cryptocurrency one day.

What kind of system would you put into place to oversee ICO's to make sure that ICO projects are more fair and legitimate if governments actually left ICO's up to "the people" taking a step back? - The easiest way is get a group of real experts to vet every potential ICO and list them on a website. Build an authority on that website.
