Yeah, that's a similar situation to Beltrami county--finances and resources. Leaders need to make decisions about who gets what--no easy answers here.

Running civil service is a hell of a survival game. There's never enough resources to go around, every decision will piss off some part of the populace, and you're constantly looking over your shoulder for that one person that just lost their benefits, coming at you with some personal vendetta over it.
I wish this comment were more flippant, but we're really doing a lot of people a disservice in our communities.
