Do non-citizens have the same rights and protections as citizens?
Is a jurisdiction deciding to keep people out, or is a jurisdiction not inviting people to come?

In many cases, yes. The framers very much understood the difference between person(s) and citizen(s) and the two are not used interchangeably in the Constitution.
But some rights are reserved for citizens such as the Privileges and Immunities Clause of Article IV, Section 2.
Granted, I’m not a lawyer and I don’t play one on TV, but clearly there are many other cases were non-citizens have rights so for example they have the right to trial by jury, police can’t obtain confessions by torture, or by depriving them of Miranda rights.
