LokPal Part II - Anna Hazare to Sit on Hunger Strike Again.

We all remember the last time Social Activist Anna Hazare sat on an indefinite hunger strike in 2011. His demands were simple, Government setup Lokpal which was supposed to be an independent body and this body would investigate corruption charges on Govt and its officials including the PM of country.

The idea of a Lokpal as the ultimate cure for the fast degenerating Political and Bureaucratic system does not go down with me well.I am not a believer that Lokpal will wipe out corruption from our system.I am listing a number of reasons why Lokpal would never be successful in our country.

  • The only people responsible for corruption is us. The Govt and its Officials become corrupt because we make them so. Its the peoples vested interst which makes the system corrupt. Eg. If you pay a bribe to obtain Driving Licence you pay it because you want to avoid giving time to take Driving test. If you pay a bribe to a Income Tax Official its is because you have under-reported your income to avoid the tax.

  • The existing system of reporting officials to the anti corruption bearu works well. All you have to do is call them and give them the details of an official demanding Bribe from you. But how many of us choose to report such matters ?? We dont report because we are taking advantage of the system by being a part of it.

  • If we establish a separate Lokpal for the country which covers the entire Nation the number of employees required to run such a mammoth organisation would be huge.

  • I personally believe that PM,CM President and Governor's to states should be above the jurisdiction of Lokpal. As they are constitutional bodies and have been elected by the people for a fixed term. This flaw could be used to spread anarchy by implicating PM and trying to gain political mileage.

  • Integrating IT and AI more into the existing system would help in reduction of corruption.

  • Time bound disposal of files is more necessary than Lokpal to prevent corruption.

  • Penetration of education and better education standards are more important than implementation of Lokpal.

Lokpal cleaning up the system and removing corruption is a distant dream. In my opinion Anna should take up the issue making the Right To Services a Fundamental Right.This would have a better and far more reaching consequence than Lokpal.
