Basic electricity tariff or commonly abbreviated as TDL, is a tariff that may be imposed by the government for PLN customers. PLN is the only company that can sell electricity directly to the people of Indonesia, then TDL can be spelled out is the tariff for electricity usage in Indonesia. Currently the average TDL is USD 0.065 / kWh. In 2004, non-subsidized subscribers tariffs of 6,600 VA and above were around Rp 1,380 per kilowatt-hour (kWh), while subsidized rates were around Rp 600 per kWh [1]. In early 2008, non-subsidized tariffs for electricity customers with power of 6600 and above were enforced.
The government decided to raise the average electricity tariff by 10%. This is based on Article 8 of Law No. 2 of 2010, [2] to cover the subsidy deficiency of Rp4.8 trillion because the electricity subsidy budget allocation is set at Rp.55.1 trillion. But for TDL 450-900 VA, the House of Representatives decided there was no increase.
This increase in TDL invites demonstrations from students [3], according to them the increase only adds to the suffering of the people, especially from the middle to lower class. But according to PLN, the increase in TDL is to improve the performance of PLN. So far, PLN is trying to cover the supply shortage by adding small generators and generators. Director of PLN Dahlan Iskan, said that the occurrence of blackouts in some areas not due to lack of electricity supply, but because of damage to electric transformers due to overload, which is ideal if one maximum transformer only serve 150 customers. In the first half of 2017, a 900VA group transition will be split into 900VA subsidies and non-subsidized 900VA. The mechanism is an adjustment of a gradual 30% increase in January, March, May, until the 900 VA subsidy was completely lifted in July 2017.
For Non-Subsidized Electricity, which starts from the power class of 1300VA and above, the tariff follows the tariff adjustment mechanism. As of March 2017, the nominal non-subsidized electricity tariff is Rp 1467.28 / kWh
