A high-level U.S. Postal Service official appointed under President Joe Biden was caught during a child sex sting, admitting “I’m a pedophile” on camera.

Russell Rappel-Schmid, the Chief Data Officer for the U.S. Postal Regulatory Commission (PRC), was caught in San Diego, California attempting to meet a 14-year-old boy for sex.

The PRC is responsible for overseeing the U.S. Postal Service (USPS) – which deals with mail-in ballots during election season – and Rappel-Schmid was tasked with running the commission’s data management and compliance with the OPEN Government Data Act.

While federal authorities have not yet confirmed the man in the video is Rappel-Schmid, the San Diego County Sheriff’s Department announced that Rappel-Schmid was released from the city’s Central Jail early Tuesday morning after being arrested on Monday. His felony arraignment is set for next Monday.

Rappel-Schmid was reportedly in San Diego for a business conference when he allegedly tried to meet what he thought was a 14-year-old boy for sex. The People vs Predators group filmed the encounter, and Rappel-Schmid can be seen admitting “I’m a pedophile.”

Then I started going back to see just how many there were allowed to work for the United States Postal Service. Perhaps you will find it interesting how many they have allowed.

It's a sight you see on the streets of every neighborhood in America—the mailman coming up to the end of your driveway or your front door to deliver the mail. You might think it would be impossible or even against the law for a mailman, an employee of the federal government, to be a sex offender. But it's not. Lisa Guerrero has an INSIDE EDITION investigation which may leave you outraged.

Reginald Christian is a mailman in Dallas, Texas. INSIDE EDITION watched as he delivered mail to homes, apartments and even a school.

But INSIDE EDITION found something about this postman's past that the people on his route would be shocked to learn—he's a registered sex offender. In 1993, he pleaded guilty to sexual contact with a 12-year-old girl.

So not a case where people could say they were only allegations. . .he pleaded guilty.

So why would the U.S. Postal service allow a registered sex offender to work all day in neighborhoods with children?

Guerrero approached Christian and said, "Sir, you sexually molested a 12-year-old girl. Do you think it's right that you're delivering mail to peoples's homes and you even delivered mail to a school? Do you think you're dangerous?"

Guerrero asked, "Does the post office know about your criminal record?"

"Ma'am I have no comment," said Christian.

And he's not the only one. The U.S. Postal service is so concerned, that they've launched a program trying to identify sex offenders that work for them. But based on what INSIDE EDITION found, they have a lot more work to do.

Miguel Castro is a mailman who pleaded guilty to sexually assaulting a mentally handicapped 22-year-old, in 1998. According to court papers obtained by INSIDE EDITION, his victim had the "mental condition of a ten year old." Yet INSIDE EDITION watched as he delivered mail to peoples' homes.

Guerrero said, "You molested a 22-year-old girl who was mentally handicapped. Why is it okay for you to deliver mail to peoples's homes?"

"No comment," said Castro.

Guerrero asked, "Do your bosses know?"

"Yeah," said Castro.

Guerrero then asked, "Your bosses are okay with it?"

"No comment," said Castro.

Stephen Bonham delivers the mail to homes in upscale suburbs near Dallas, even though he pleaded guilty to sexual contact with a child in 1995. His route even takes him right by the neighborhood playground. Parents couldn't believe it.

Parent Amy Maiuro said, "I thought to get a job at the post office they had to do all of these background checks, you know with a fine-tooth comb to get a job there. Period. I'm very shocked."

Bonham didn't want to talk to INSIDE EDITION about his crime.

And mail carrier James Richeson pleaded guilty to aggravated sexual assault of a young girl in 1992, but when INSIDE EDITION tried to ask him about it, he drove off without a word.

We showed what we found to child safety advocate Erin Runnion, whose daughter was killed by a suspected sex offender.

Guerrero told Runnion, "All of the men here are registered sex offenders. And if you look at where it says employment, they all work for the U.S. Postal Service. They all deliver mail."

"Oh my gosh! That is horrific if only because as a postal servant, they are aware of patterns of people when they are home and when they're not, whether or not there are children living there. That is really dangerous. I cannot even believe that we're allowing that," said Runnion.

We asked the U.S. Postal Service why they would allow sex offenders into family neighborhoods. They declined an on camera interview, and sent this statement saying, "All employees are entitled to privacy under the law."

Runnion said, "Registered sex offenders are publicly registered. They are not entitled to privacy. That's insane. Outrageous!"

December 19, 2008 -- The United States Postal Service has suspended its 90-year-old Operation Santa Claus program after a registered sex offender in Maryland was caught trying to join in.

Workers at a post office in Severn, Md. spotted 68-year old Carl Elmer Ranger after he picked up one of the estimated hundreds of thousands of letters written to Santa by needy children that end up in the postal service program that encourages volunteers to become a substitute Santa, postal officials told ABC News

The letters contain the names and the home addresses of children.

According to the state of Maryland's web-site listing of registered sex offenders, Ranger was convicted of sexual abuse of a minor. He moved to his address in Severn just last month, according to the state's listing which describes his status as "compliant."

According to state court records, Ranger pleaded guilty in Dec. 2000 to one of 18 counts of child abuse brought against him. His four-year prison sentence was suspended and he was placed under house arrest for six months and ordered to undergo psychiatric counseling and have no contact with his victim or children under the age of 18.

A postal worker recognized Ranger as he picked up the Santa letter in the Severn post office last week, and postal service employees retrieved the Santa letter from him and notified the family of the child.

The program was suspended across the country on Wednesday, with no public notification of what had happened. The New York Times first reported the problem today.

Operation Santa Claus began informally in the 1920's, according to the postal service, when clerks in New York began to chip in to buy presents for "poor kids whose notes to Santa ended up in the dead-letter office."

The letters to Santa from the dead-letter office became famed when they were featured in the movie, Miracle on 34th Street.

The program was originally run out of New York at the James A. Farley postal building in Manhattan, but in 2006 Operation Santa Claus was expanded to post offices around the country and now has its own website.

Congressman Issa calls out postal service for hiring sex offender

SAN DIEGO, Calif. (CBS 8) - He'd been convicted of molesting a child, but the postal service still allowed this worker to deliver mail in neighborhoods across San Diego County. Now a local congressman is calling for an investigation into the hiring of this convicted sex offender.

On the Megan's Law web site, 54-year-old Dana Kennette is listed as a registered sex offender, convicted for committing a lewd or lascivious act against a child under 14 years of age.

Kennette is also a mailman with the U.S. Postal Service whose route in Rancho Bernardo is near an elementary school.

In a letter written by Congressman Darrell Issa to the postmaster general, the congressman wants eight questions answered, including this one:

"What specifically about Mr. Kennette made the postal service conclude that as a convicted pedophile, he was not a threat to the community?"

Issa states in his letter that some parents are living in fear of Mr. Kennette and says the postal service reached a puzzling conclusion by allowing Kennette to deliver mail.

"The people who have day to day interaction with our children and are part of the community, these are the people who we should not have to fear at all," Issa's letter states.

Penton's charges stem from a Texas Department of Public Safety investigation in July that started when Penton was flagged as a potential sex offender during a March undercover operation by the United Kingdom National Crime Agency.

Penton was arrested Wednesday and booked into the Lubbock County Detention Center.

An international online operation targeting potential sex offenders resulted in federal charges against a Plainview U.S. Postal Service supervisor accused of possessing images of child sexual abuse.

A federal grand jury on Wednesday returned an indictment against Jacob Cory Penton charging him with counts of receipt and distribution of child pornography and possession of child pornography involving a prepubescent minor.

Between March 2 and April 15, undercover agents reportedly spoke with Penton through the messaging application KiK.

"I love 6 and 10 lol young young," Penton reportedly wrote to the agents.

Logs of the messages showed that Penton reportedly admitted to sexually abusing a teenage family member and admitted that he was sexually attracted to children.

In one message, Penton reportedly wrote that he had access to a 1-year-old girl, but that she was "just not quite old enough" for sexual activity.

After Penton was referred to local authorities, investigators obtained access to his KiK account and sifted through more than 800 images and videos. Investigators identified at least four images of child sexual abuse, which involved children ranging from 3 years old to 13 years old.

According to a LinkedIn profile associated with Penton, he is listed as a supervisor of customer service with the United States Postal Service.

Court records show that Penton has not yet been arrested.

LUBBOCK, Texas (KCBD) - A Plainview man has pleaded guilty to one count of receipt and distribution of child pornography.

Jacob Cory Penton, 30, was indicted on Jan. 12, 2022, on that count and on one count of possession of child pornography involving a prepubescent minor. On Feb. 14, 2022, the possession charge was dropped in the plea agreement.

Federal court documents show on April 27, 2021, the US Department of Homeland Security received information that Penton, who lived in Plainview, had engaged in a chat conversation via an encrypted chat platform in which he openly spoke of his sexual interest in children. In those conversations, Penton also admitted to sexually assaulting a minor.

The federal court documents show from March 2, 2021, to April 15, 2021, he engaged in chat messages over the Kik app.

On Aug. 2, 2021, agents also obtained a search warrant for his user content information. Kik provided the court-ordered information and investigators found 15 images of child pornography.

One image was of a four-year-old child. One video was of a six-year-old girl. Another video was of an eight-year-old girl. All being sexually assaulted by adults.

He then shared the images and videos with other users.

On Aug. 20, DPS obtained search warrants for his Plainview and Lubbock residences. They made contact with Penton and saw he was in possession of a cell phone. When they took his phone, there were 19 images and 17 videos of child pornography found.

His sentencing date has not been set.

Penton faces a minimum of five years and up to 10 years in prison, from five years to life of supervised release after serving his sentence, and has to register as a sex offender.

Former Mailman Sentenced for Online Enticement of a Minor

Clark, a former United States Postal Worker, engaged in a series of sexually explicit text messages with an 11-year-old girl using a cellular telephone. Clark met the victim through one of his own children, who was in the same grade as the victim. Between August and September 2009, Clark sent hundreds of text messages to the victim, called her repeatedly on her cellular phone, and brought her over to his house, often keeping her there until late at night. In addition to this child, Clark invited other young girls from the neighborhood over to his home.

The victim became uncomfortable with the defendant when his text messages and conduct became sexual and she told her parents. They contacted the New York State Police and permitted investigators to assume the child’s identity online. That night, Clark engaged in a series of text messages with who he believed was the victim, but in reality, was troopers using her cellular phone. During the exchange of messages, Clark attempted to persuade the child to meet him to have sex. Once a meeting was arranged, investigators tracked Clark to a local Wal-Mart where he was arrested as he left the store.

Clark pled guilty to sexual abuse in Chemung County in July 2010 for sexual contact with another young girl who was discovered during this investigation. He is currently serving a state prison sentence for that charge. The federal sentence will be served consecutive to the state sentence. In sentencing the defendant, Judge Larimer called Clark "a parent's worst nightmare."

United States Attorney Hochul stated, “This case demonstrates that parents must be vigilant when it comes to their children’s computer and cell phone usage. The victim and her family in this case did exactly what all should do—report any concerns to law enforcement officials.”

$165 CE Purchase Leads Inspectors to Serial Sex Offender

In an operation investigating a known distributor of child pornography, Postal Inspectors
identified Ezequiel Barragan, of Aliso Viejo, CA, as a customer who had ordered approximately
$165 of CE material. He was also found to have molested his foster son. As a result, he was
charged and incarcerated on state charges.

While Barragan was in state custody, Inspector Lyndon Versoza learned through a separate
investigation that Barragan had participated in child sex tourism. Barragan had been a
teacher, coach, and foster parent. He used his position as a foster parent to take a 16-year-old
boy under his care to China. While there, he engaged in illegal sexual activity with the boy
and produced child pornography. According to a written statement by the boy, Barragan was
“hunting for victims” when they met. Barragan also traveled to 37 foreign countries between
1998 and 2012, where he engaged in illicit sexual conduct with other minors, luring them
with food, cash, and goods.

In October 2018, Barragan pleaded guilty to one count of travel with intent to
engage in illicit sexual conduct and one count of engaging in illicit sexual conduct in
foreign places. He was sentenced to 180 months in federal prison.
Inspector Versoza worked with the Los Angeles Joint Regional Intelligence Center
and U.S. Immigration and Customs Enforcement’s Homeland Security Investigations
to investigate Barragan.
Hundreds of CE Images Recovered from Damaged Hard Drive
Postal Inspector Michael Connelly, Boston Division
In July 2016, a computer repair company in Tempe, AZ, was repairing a hard drive
mailed from a customer in Rhode Island. Based on paperwork that accompanied the
hard drive, the person sending it was identified as Joseph Seymour. While examining
the hard drive, an employee observed two images of an adult male having sexual
intercourse with children. Titles of other files on the hard drive were suggestive of
minors involved in sexual activity.

The service technician viewed images in a few of
those files and then contacted the Tempe Police Department. Tempe PD referred the
case to the Rhode Island Internet Crimes Against Children Task Force.
In September 2016, Inspector Michael Connelly took possession of the evidence.
After our Digital Evidence Unit examined the hard drive, Inspector Connelly
uncovered several hundred images from the approximately 8,000 images on the
hard drive. The images depicted child sex abuse material (CSAM) with females
ranging from 4 to 16 years of age. Based on documents and other information found
on the hard drive, the owner was determined to be Joseph Seymour.
Inspector Connelly executed a search warrant on Seymour’s house in December

  1. He recovered computers, storage drives, and other electronic media.
    Inspector Connelly also interviewed Seymour, who confessed to owning the hard
    drive and obtaining the CE/CSAM images from the Dark Web. Seymour was arrested
    that day. Digital analysis of the items recovered in the search warrant provided
    thousands of CSAM images, including pre-pubescent children engaged in sexual
    acts, both with adults and other children.

Seymour pleaded guilty in October 2017 to possession of child pornography. On
December 12, 2018, he was sentenced to 30 months’ imprisonment, followed by 5
years’ supervised release. He was also ordered to pay restitution of $15,000 to 15
child victims, as well as a $5,000 special assessment fee.

15-Year Sentence, Lifetime Probation for Child Porn Recidivist
Postal Inspector Benjamin Weller, Chicago Division
In 1994, Gregory Greene was arrested by Postal Inspectors on child pornography
charges. He ultimately pleaded guilty and was sentenced to 366 days in prison.
This past year, Greene again faced similar charges. On July 11, 2019, Greene pleaded guilty to one count of a three-count indictment.
In his plea agreement, Greene admitted he knowingly transported child pornography using a peer-to-peer network on at least 21 occasions
between March 2016 and November 2016. Greene further admitted to possessing approximately 3,000 images of child pornography on
computer equipment located within his residence.
Of the approximate 3,000 images of child pornography, some involved minors younger
than 12 years old.
On October 18, 2019, Gregory Greene appeared in federal court and was sentenced to
180 months (15 years) in prison by U.S. District Judge Philip Reinhard (NDIL-Rockford).
Greene was also ordered to pay a $100 special assessment and $39,000 in restitution.
Following his release, Greene will remain on supervised release for the remainder of
his life.

The 31 arrests were announced Wednesday; they are the result of a months-long Internet sweep led by New Jersey Attorney General Gurbir Grewal and State Police.

The investigation was called “Operation 24/7,” and it was launched by the AG’s office in response to a continued spike in children being approached or groomed by online predators during the COVID pandemic, a period when screen time and device time skyrocketed for American children and teens.

“Operation 24/7” ran for three months, from April 1 to June 30 of this year. The men arrested range in age from 18 to 65.

As part of the investigation, law enforcement monitored these apps: Kik, Skout, Grindr, Kik, Skout, Grindr, Whisper, Omegle, Tinder, Chat Avenue, Chat Roulette, Wishbone, Live.ly, Musical.ly, Paltalk, Yubo, Hot or Not, Down, and Tumblr.
