I would dare say it's the fast fooders in violation of this, and here fast food places are exempt!

Then again, I'm not really privy to the possible underground addiction of straws in the restaurants.

Possibly frowned upon, looked down upon as a possible repeat offender of addicted straw behavior.
Maybe the server's disdain is feigned so they can falsify the numbers of those requesting the straws, and create their own personal stash for added profits.
"Hey, psst. . .I know how you can score some more straws. Meet me in the back alley after work. Don't look at me, Don't Look at the straw. Avert your gaze, act natural!"
They can also add to their income when those Sip Easy's crop up. What a place that will be! A non judgmental place where one can replenish their worn out cracked straw, or the straw that got a kink in it with far less worry.
What about that straw that clearly has a hole. If straws are limited and guns are Bad for regular citizens in Sanctuary (just not illegals or the criminal element who are not checked as that would be "racist"), are knives banned too?
Will one Have to track down a criminal or Would Be criminal with a banned pocket knife to cut off the end with the hole so they may enjoy their sippy straw?
Now this poses another problem. If you try to salvage the straw by cutting off said defective end. . .what if that glass. . .(surely they are using washable plastic or glass because if straws are rationed. ..can you Imagine the waste in plastic. . .makes a snowflake shudder!) are you then given a glass that is lower? I suppose if they are a full service restaurant they could provide you with a juice glass, possibly a child's size glass so your more fun size straw fits.
Now lets say that hole is in the middle, your newly found criminal with the much needed pocket knife will be taking quite a bit of your prized straw off. Let's say it's is too small to clear the top of a juice glass. Hopefully your choice of establishment for that evening serves cocktails and a bar tender may be able to lend you a shot glass so you may pour and enjoy your sips a little at a time.
What happens if Your chosen criminal get's carried away, cuts the straw far too high up and tries to take the longer, undamaged side? You have No recourse if your criminal of choice is an illegal as They are fully protected by Jerry Brown as seen in the case that Even Police Officers are at risk. Just as we saw from a Legal immigrant from Fiji being killed by an illegal criminal who had been caught and Released back into society the day after Christmas.

California Gov. Jerry Brown on Thursday signed a bill to reduce ocean waste and the use of plastic straws in the state.
The measure, Assembly Bill 1884, limits restaurants to giving out single-use straws only upon request of customers. It applies to full-service dining establishments but exempts fast-food restaurants.
With the move, California now becomes the first state in the nation to restrict the use of plastic straws in restaurants. Several cities in California, including Malibu and San Francisco, have gone a step further by passing outright bans against the use of plastic straws as well as other single-use items, including plastic utensils.
It is to go into effect July 1st of this New Year.
So Straws. ...That's their big Problem according to Sanctuary City operator Jerry Brown. Sad.
According to WSC News Radio,
Santa Barbara, California has become the first city in the United States to impose a possible jail sentence for those defying the municipality’s plastic straw ban; giving the green light to fine and imprison repeated offenders.
“According to the ordinance, violators on their first offense will be given a written warning notice. But the second time a purveyor of plastic straws defies the ban is when the heavy hand of the law could clamp down,” writes Fox News.
The new code could place a $1,000 fine on first offenders and up to six months in prison for those who refuse to comply with the ordinance.
