as a counter tho, we had a very successful country through the 50s; basically a monoculture with high personal responsibility standards, so I do think that it is culture and the will to enforce standards that plays so much in maintaining those levels
otoh, power should indeed be decentralized as much as possible
so dunbar's number isnt wrong, and I agree with the idea that culture is more easily subverted once you get past the tribal number, but you can also look at ideas like historical cycles...hard times create hard men, etc etc
