Development of a suitable DAPP, along the lines you suggest, would seem like a great idea, unfortunately it is way beyond my capability. However, I suggest the need to rapidly build an IPFS (or similar) 'internet' couldn't be more urgent. Recent legislation by the EU is clearly designed to shut down the free sharing of information on the centralised Internet. a fantastic resource for anything concerning mind control is Neil Sanders. you can check out his work HERE.
