None governmental organizations and the flood of undocumented migrants from Libya!
It has been big business for a number of years, at least 3. In countries like Libya where they were selling deadly life jackets to illegal immigrants to travel across the ocean to Greece and Italy. Aided by endless NGO's that were funded by Soros to ferry them over for free, any that were turned away were then collected by another NGO from France, that Soros also funded named doctors without borders or the MSF. The MSF made headline news when it was found to be giving medication in exchange for sex with under age girls in Africa and the middle east. LINK
In Greece - once these illegals had landed, handbooks were found in the migrant camps, with directions regarding how to navigate & invade Europe, with the aim of get to Germany, Sweden, France etc. These were also linked to Soros foundations. They also provided migrants with mobile phones as they have maps on them.
MSF or doctors without borders still has one active ship that ferries migrants from Libya to Europe for free. They have been called a taxi service by many countries in the EU, though not a legal one. Their headquarters are in France.
The ship in question (Aquarius 2) can carry over 600 people at a time, and is currently at sea having been turned away from Greece, Malta, and now France, LINK
Soros has openly admitted to his agenda on tv.
He states that due to the decline in Europeans having children, they need unlimited migration every year from the middle east and Africa. So as to maintain production rates for corporations with ever decreasing wages, I.E. cheap labor.
The only problem with this brain fart idea is that a lot of these migrants are happy to just claim welfare/handouts, and with countries giving more money for every child a claimant has, plus these migrants coming from areas where having 6 children is normal, integrating, learning the language and working is harder work and pays less than staying at home and breeding!.
I do not have to just say this, I can prove it statistically via Germany, where more than a million illegal immigrants arrived in 2015! Lets take a look at the stats over the last 3 years shall we.

So a survey shows from 1 million migrants, 54 were employed at companies employing over 4 million people!...

There is a bigger picture to this than what Soros says, as he funds any divisive group like ANTIFA & Black lives matter to name just 2, that he knows will incite hatred and violence, to keep people hating on each other and divided, I may suggest his immigration plan is just more of the same. He knows full well the new comers will not integrate and will set up their own areas/ghettos and not integrate, it does not take a rocket scientist to show that, just take a look at England and you get the full picture, and it has been like that in the UK for over 40 years, so no Mr Soros, I do not believe he does not already know that!...
The only reason this man is not safely behind bars is that it aides and abets governments, as people divided and pointing the finger at each other, are not watching their own politicians and what they are doing, then vote for the next savior to end the endless immigration problem, and none of them ever do.

In the event the vile old fart Soros dies, it still does not end as he gave $18 billion to his NGO's last xmas, so they will continue to disrupt society from within, only a few countries have kicked his NGO's out, Hungary and Russia for two. Any country with them still inside is infected, and all will eventually succumb to some form of organized protests and violence from the left or right, when his NGO'S do not like who is in power.
Soros who is Jewish openly stated with a smile, that he was happy to take property off fellow Jews during ww2, stating if he did not do someone else would and it was the happiest time in his life!.
