23.7 and 19.8 percent means that It still is like 20% more losses overall . 40% average is critical. Dont ever think one can rebuild a 50 hives or more overnight, that is not the case.

Beekeepers who responded to the survey .... the chart makes it clear that losses are uneven, depending on the state, so the average is 40%... hence your short sighted conclusion, in some states the losses were SEVERE. Up to 60% and more.
