if you cannot do good to them at least do no harm.

Not every action deserves our reaction, sometimes ignoring is the best choice.
If you 'cannot' do good to someone, ask yourself why it is that you apparently 'cannot'. In a way, not doing good to someone, especially when they're in need, simply because we 'cannot', is a sign of selfish, ego-driven actions take place.
Is ignoring someone not the equivalent of throwing them out of your heart?
