International convention on lifetime protection of intelligent humans

In the six years that have elapsed since the publication of my theses on the need for lifetime protection of intelligent humans against mistreatment and other forms of inappropriate handling by the means of the comprehensive set of measures, in particular introduction of an international convention on this topic, every sentence of them have proved to be true, even if the auditory to whom these theses were being addressed, i.e. international community remains deaf, blind and dumb in the face of the obvious facts and of the need for action.

Now, these theses, supplemented by additional texts and further explanations, are available for everyone on the internet as a separate manuscript*. In contradiction to prevalent as well as scholar concepts of intelligence based on contrived methods to estimate intelligence, that are questioned in this manuscript, I suppose the rareness of intelligent humans, even going to the point of exceptionality in the case of genius. Assumed from this rareness, I enunciate several very definite recommendations for governments or public administrations helping them to identify and to protect intelligent humans, among them the indispensability of the above mentioned convention that should be obligatory for everyone.
