The wave is called the Eisbachwelle which is the Ice creek wave, and it certainly is freezing. In the middle of summer the water temperature knocks the breath out of you.
It certainly looks like it! I unfortunately don't have a board so can't join the fun just yet. The second river wave is a little calmer and looks like less of a workout. I definitely will be starting there.
it's funny in a way. Most of the places i surfed i had to paddle non stop against currents to stay lined up and only caught a few waves. This is almost the opposite in a way that you get super strong legs and not much paddling
Its also great for practicing turns and just control in general without the exhaustion that comes with paddling... especially after being out of the water for so long.
Its continuous, and consistent all year round except for a week or two when they drain and clean the canal. Its diverted from the main river, which is all water from the mountains so water isn't an issue!

How often does the spot work? I bet it needs a lot of water flow to get it going. I still can't get over the hammock :)
