Luoyang, a famous historical and cultural city, is one of the four ancient
capitals in China and a world famous cultural city.

Luoyang has more than 5000 years of civilization history, more than 4000 years of construction history and more than 1500 years of construction capital history, the Xia, Shang, Western Zhou, Eastern Zhou, Eastern Han, Cao Wei, Western Jin, the Northern Wei, Sui Dynasty, the Tang Dynasty, Wu Zhou, the rear beam, the later Tang, the later Jin and other thirteen dynasties in the capital of Luoyang, there are thirteen ancient capital, there are national key cultural relics and insurance. 43 protection units, more than 40 pieces of collection of cultural relics.

Luoyang is one of the birthplaces of Chinese civilization and the Chinese nation. It is the eastern beginning of the Silk Road in the Eastern Han, Cao Wei, Western Jin, Northern Wei and Sui and Tang Dynasties, and the central hub of the the Grande Canale in the Sui and Tang Dynasties. Peony is famous in the world because of Luoyang. It is called "Luoyang peony a world". It is known as "the Millennium capital, the peony flower city", and the Chinese Luoyang Peony Culture Festival is renowned at home and abroad.

As of 2015, Luoyang has four world cultural heritage sites. Along the Luohe River, there are six metropolis sites, such as the ruins of the second mile of summer capital, the ruins of Yanshi Shang city, the ruins of the Zhou Cheng Zhou City, the Wangcheng site of the Eastern Zhou Dynasty, the ruins of the Luoyang city in Han Wei, the ruins of the Luoyang city of the Sui and Tang Dynasties, and the ruins of the Sui and Tang Dynasty Luoyang city sites. There are 5 5A level scenic spots and 16 4A scenic spots.

In December 29, 2016, the State Development and Reform Commission announced the notifications of the development plan of the Central Plains urban agglomeration of the State Development and Reform Commission, which located Luoyang as the sub central city of the Central Plains urban agglomeration. The Luoyang free trade zone is also one of the three major areas of China (Henan) free trade pilot area.

In 2017, Luoyang reconfirmed the honorary title of the national civilized city.
