Are they created as liquid transfers of STEEM / SBD
Nope, they are credited to you in the memos via a 0.001 liquid transfer in your wallet. Credits are sent by the @bidbot.credits account.
Example of the memo: Credits Balance STEEM: 5 SBD: 5
How do you prevent abuses of the flagging system?
Users willing to cast flags must either have a reputation equal or higher than 65 and/or be whitelisted. In order to be whitelisted you must have received an upvote from one of the following curation initiatives and your account should not be blacklisted over the most popular blacklists out there.
Additionally flags have a way lower cap than upvotes. 150 STEEM / SBD for positive bids. 25 STEEM / SBD for negative bids.

@utopian-io |
@ocd |
@steemstem |
@sndbox |

Is there any top-off to downvoting? The whole issue with retaliation is that flags that merely attenuate high upvote get retaliated with flags that destroy reputations. If your service allows anonymous attenuation, great. If it also allows anonymous destruction of reputation, not cool at all.

Hey good points @pibara.
Bids can be opposed both on the positive side and on the negative side. The bot calculates and compares the amount of positive bids and negative bids against a post.
Positive bids have a max amount of 150 STEEM / SBD.
Negative bids (flags) have a max amount of 25 STEEM / SBD.
The max amount is way lower for flags to mitigate possible abuses.
The bot implements a whitelist and two blacklists. One shared blacklist which is a combination of all the blacklists out there and a custom one.
If by any chance the flagging system is abused, it will result in a permanent ban and all the credits lost as covered in our TOS.
While the blacklist is proved to be not the best way to prevent any abuse, it is for sure a way to mitigate that. On top of that we have the whitelist, which is an additional strategy against abuses.
There must be a balance between incentives for flagging and incentives for upvoting. We are bringing that to the table. Several iterations will be done to keep improving the system based on users behaviours.

Good, but could be better. Did a blogpost from my @mattockfs account on the subject. Think you could consider implementing something like that?

Thanks @pibara! It contains a lot of interesting thoughts. We'll for sure consider them!

Thanks for the info! Too bad I cannot use it already but this gives me some hope for the future of Steem and the will to come back using it!
When does the bot starts? At 100%?

Yep! The bot starts at 100%. We are using some voting power right now to reward the most meaningful questions on this post and to gain more time to get more delegated SP!
So happy to read that! Thanks!
