I didn't realize that parts of the Netherlands were restrictive enough on such drugs as to require freedom fighters (I guess that I took your land to be generally permissive).

We still have a tolarance policy on cannabis. So some parts of production and selling is illegal.
It works for the now and then social user, but if you need cannabis for medical reasons things need to change.

I imagine that the drugs shadow economy is more or less thriving as a result?
