The question you ask: "Is it more important to make sure someone who doesn't deserve Steem doesn't get it? Or is it more important to make sure someone who does deserve Steem gets it who otherwise wouldn't without the application of universality?" is similar to the "Blackstone's formulation", "It is better that ten guilty persons escape than that one innocent suffer". Liberals usually think it is preferable to let a guilty person get away with it than to risk putting an innocent​ person in prison, while authoritarians tend to think the opposite.
