There is no way to prevent anyone from joining steemit. That's the point of decentralized social media.

There has to be a way to prevent chatbots and mercenary trolls. Downvoting a post can decrease pending rewards and make it less visible. Common reasons:

Large scale manipulation of votes on steemit requires either owning a sizable percent of STEEM power or creating a large amount of new accounts, which also costs STEEM. This makes manipulation very expensive compared to other social media sites where account creation is free and 1 account = 1 upvote.
