Indeed, you get rewards as an author of posts or for by commenting on posts. With every upvote you get a proportional reward according to the STEEM Power that every user has. Let's say you have little to none STEEM Power (minnows), your votes will offer little to no reward.
But when a user has a tremendous amount of STEEM Power (whales) you can easily be rewarded with $100 USD per upvote.
