Warren buffet and business cycles with interest rate???

Warren Buffett is worlds greatest investor. But you never heard of that he invest on the basis of some macro economic parameters (he is famous for investing in individual companies at fair price irrespective of the market). But in one article by him with a big media company he described that how interest rate can signal investment opportunities?
When interest rate is lower people tend to borrow more and economic activity in the economy increases and that results into increments in GDP and earnings of companies which reflected in stock price of the stock market as a whole or for a particular company. So low interest rate for considerable long time will increase level of stock market (keep in mind this does not always happens) and when interest rate again tend to rise market tend to face sluggish growth or sometimes fall.
So this is how warren Buffett sometimes guess the stock market.
