If you have a VPN, but you are unable to stream Canadian Netflix with it... does that mean that it doesn't work properly? Not necessarily. Why not? Because a VPN isn't first of all constructed to stream Netflix content. A VPN is used to encrypt your data through the VPN tunnel, hiding your activities from your ISP, and also making it much harder to track your online activities back to you.
But, even though a VPN isn't meant to be used to unblock Netflix, it often comes as a side effect. That is, however, boring when a VPN you have used to unblock certain content for a long time suddenly stops working. That is what I have experienced with IPVanish and Netflix. It was brilliant for a while, but then it stopped working. You might find some servers giving you access to the real Netflix content of a given country, but that is the exception, not the normal.
There are VPN providers that add more energy to keeping their service up and running and working on always providing servers unblocking Netflix. And then you have VPN providers who just stay at the same place with the same VPN servers and IP addresses as they had ten years ago. What is the result? They are all blocked and not working for unblocking purposes.
You can still use the VPN to secure your data online, but it is no longer any good for unblocking!
