Did Russia's Government Make a Mistake by blocking the TorProject in the country?

According to Tutorial's Point Tor was charged with enabling the spread of illicit information by Russia's Federal Service for Supervision of Communications, Information Technology, and Mass Media in early December 2021.
So now I'm thinking with everything going on there, did they actually make a mistake? It could help with the internet troubles they are currently facing
