you need to do more research than this.
any modern country could try to imitate this and fail.
Are you only taking pictures in certain parts of Japan, richer areas, or is there something more primal involved in the culture?

    Hi tenhanger! This is not related to richer areas - in fact, the places i visited in the countryside where cleaner! The point here is not the garbage or cities, but the mentality =)
