The Book of Exodus tells us that Moses, after crossing the Red Sea, began the journey together with the people of Israel through the desert; there, the prophet Moses spoke to them about manna so that they could feed with it, and with his spiritual guidance, the Israelites defeated the Amalekites, a people of the desert.
After all this, Moses had a brief moment of great happiness when he met with his father-in-law, Jethro, the priest of Midian, who supported Moses in his moment of greatest need. Jethro had heard all that Moses had done in Egypt with the Pharaoh and went out to meet Moses on the mountain of the Lord.
Jethro was an intelligent man with a deep practical sense and the Bible tells us that this man also knew how to correctly advise the prophet. And it was by Jethro's wise advice that the institution of judges was born, these judges constituted the aristocracy of Israel until the rise of the first monarchy with King Saul. These first judges, by the advice of Jethro, were chosen among the most honest and capable of the people.
This is how the Bible tells us about the dialogue between Moses and Jethro:
"Moses' father-in-law replied, ´What you are doing is not good. You and these people who come to you will only wear yourselves out. The work is too heavy for you; you cannot handle it alone. Listen now to me and I will give you some advice, and may God be with you. You must be the people's representative before God and bring their disputes to him.
Teach them his decrees and instructions, and show them the way they are to live and how they are to behave. But select capable men from all the people—men who fear God, trustworthy men who hate dishonest gain—and appoint them as officials over thousands, hundreds, fifties and tens. Have them serve as judges for the people at all times, but have them bring every difficult case to you; the simple cases they can decide themselves." Exodus 18:17-22.
