8. 프랑스 헌법은 모든 특권을 없앴다   


147 프랑스 콘스티투션은 1년에 60수의 세금을 내는 모든 남자는 선거인이라고 규정하고 있다. 버크씨는 이에 맞먹는 어떤 조항을 내놓을 수 있는가?The constitution of France says that every man who pays a tax of sixty sous per annum (2s. 6d. English) is an elector. What article will Mr. Burke place against this?

149 프랑스 헌법에서는 사냥규제법은 있을 수 없다고 돼있다... 그리고 프랑스 헌법에서는 어떤 종류의 독점도 금지된다. 곧 모든 직업은 자유이고... 어떤 직업에도, 전국 어디에서든 자유롭게 종사할 수 있다. 이에 대해 버크씨는 무슨 말을 할 것인가?.. 영국은 나라 전체가 독점으로 구성돼있다. 특허장을 가진 마을은 그 자체가 귀족적 독점체이다... 이것이 자유인가? 이것이 버크씨가 말하는 컨스티투션인가?The French Constitution says there shall be no game laws... that there shall be no monopolies of any kind- that all trades shall be free and every man free to follow any occupation... and in any place, town, or city throughout the nation. What will Mr. Burke say to this? In England... the country is cut up into monopolies. Every chartered town is an aristocratical monopoly in itself... Is this freedom? Is this what Mr. Burke means by a constitution?
