1.法律的威慑力，相对于善良、理智人。
2.以身试法者更了解法律：黑社会，“有黑必有伞”。新愚民政策：有意不普法，普法会让人民群众变得不好管理、还会失去执法权的稀缺性(你不会用就得行贿购买特权，会了谁还愿意买？)
3.合法持枪的伤害剩余问题。
4.失能型武器的必要性。
