How do you know when rule of law is nothing more than a scarecrow?

Fraud is rampant. ✔

Criminals evade justice. ✔

Elections are rigged & laws enacted through "legal" bribery. ✔

Lawyers, judges & lawmakers trample on rights, despite having taken oaths to protect/defend them. ✔
