It's generally recognized by international human rights law that disguising bombs as ordinary civilian objects is a war crime called perfidy. The concept is that by disguising an object you increase the risk to civilians and create a terror of ordinary objects but not only affects the combatants but affects the whole society in a terroristic way. This interferes with the capacity of innocent people to go about their daily lives.
I understand that some people may disagree with this notion but the law probably doesn't. If this issue is not pursued and prosecuted, it probably represents a failure of international law or favoritism. Yes there are normal legal practices in war that might be worse than this such as strategic bombing but it's not like those are without controversy either.
