This time machine was used to go back in time by Wilbur after he left the garage door unlocked. He went to the day the Lewis would manage to have his first invention work. He flew it to the orphanage to get Lewis to come to the future with him.
The time machine is created by Cornelius Robinson in the movie Meet the Robinsons and its actually a prototype and its made out of regular flying car.
