Where would homeless people sleep in a libertarian country if everything is privatized?

If said libertarian society recognized the homesteading principle like all of them claim to they would homestead on public land or donated private land likely building tiny house villages of 100–200 square foot adobes and shared communal areas for cooking and hygiene. Without single family zoning, ridiculous minimum floorspace requirements (like the 1200 sqft min my parish enforces for new construction) and absurd minimum lot size requirements for multifamily housing (some as high as 70 acres) houses could be built much smaller and cheaper without necessitating hundreds of thousands of dollars in capital and 15–30 years of debt. Simple fee titles from the state would matter little because occupation/use would become the norm for land rights. Ownership and transfer of ownership would likely be tracked and recorded on a blockchain accessible to the public. To protect their communities from real estate speculation and predatory developers they would need to organize their communities into land trusts that would distribute leasehold titles (meaning they only out right own the house or any improvements) to the lot and maintain the commons with an elected board of trustees to allocate ground rents. SROs and ADUs might be a better alternative in urban areas that are too dense and over developed.

They can only legally control the District of Columbia, and are Constitutionally barred from Any other land control.

We serve the homeless here for the last decade, and this would work well for some, but some would run from the structure. But a lot are just good people caught in a bad spot!

No doubt there would still be drifters who want to be nomadic. I see them on the side of the highway and know who they are. My point is that there would be practically no fiscal barriers to having a home for working age adults.

A lot of the people we feed have zero trust in the government. If they offered a free house, many would refuse; due to fear what would be the next step if they accepted.

We have the ability, but not the trust!

I came up with a design for a solution to a problem DARPA has been working on for over a decade. It is elegant, but I realized that I don't trust them, to not use it on US citizens. So the design remains in my head only....
