    One would expect that just as there were people assigned to mete out punishment that there would be people assigned to interact with erring youngsters to guide them to the right path. Maybe I'm expecting too much of the system.

Even these 'guardians of the galaxy' are sometimes biased in their decisions. But there's nothing you can really do to a man in power when there is no constitutional power given to you to do him anything nor do you know any higher authority to report him to.

Bottom line is that, the system doesn't seem to encourage growth. There is a line you will tow and you get punished. For example if you get yourself involved in plagiarism, you will get a warning and then be blacklisted. But there is no such activity process to guarantee you get upvotes or grow your reputation consistently. There's nothing that stops people from downvoting you for no reason. Or from insulting you for no reason.
