Depends.
If you are Japanese it's different.
If you are not...then you are a foreigner.

    They divide people into 3 level, Japanese will be treated well , the person who has permanent resident rights is the second level, person like studying here or stay for short time is shit. But anyway they are just waste everybody's tax for doing nothing.
