Both are really bad, I should say. However, I think racism is worse and even terrible because it is a stronger form of discrimination. Racism may lead to segregation and systemic oppression but tribalism can never lead to such.
Also, one need to at least interact with a person before his or her tribe can be determined. But racism does not give room for interaction before discrimination can be formed. This makes racism a worse social menace than tribalism.
For me tribalism is worse. How about black nations who are so tribalistic that they would rather an incompetent fellow tribe man or woman handle a position than for a competent one to do so.
It creates some kind of blindness and more painfully to even some who claim to be "learned".
Racism is only found when colors differ. I am speaking from experience using my nation as an example. Tribalism has climbed up the ladder forming the major causes of corruption and socio-economic regressions.
