You actually can do more than 10 upvotes since the 2% is on the total voting power. So at 100%, an upvote is 2% of your power. You next vote, however, is only 1.9% (98x.02). Each ensuing vote uses less voting power than the previous.

It will affect the value of each vote in terms of dollars (or cents).

I am torn about whether it is better to upvote everyone that has something good (there is a lot of good material on here) without giving them much or keeping my votes very tight and actually give someone value when I do upvote.
