Keberadaan sungai Keureuto di Kabupaten Aceh Utara disebut sebagai penyebab utama terjadinya banjir di Ibu Kota Lhoksukon dan sekitarnya beberapa tahun yang lalu. Maka dari itu pemerintah mengambil inisiatif untuk membangun bendungan terbesar di Pulau Sumatera, yang dibangun di desa Paya Bakong Aceh Utara.
